There are various ways (and years available) to access the Congressional Record online, and we have the print too. Try ProQuest Congressional. You can search the Congressional Record and/or its predecessors.

Note: the pull down menu defaults to “All fields except full text” and may cause you to not get any hits, so change that to “All fields including full text” if you have problems.
