Generally, no. The Crouch Fine Arts Library has no equipment for digitizing LP recordings.  The Riley Digitization Center does but, under Section 108 of the copyright law, libraries are permitted to copy entire works only when a replacement copy cannot be obtained at a “fair price.” So if a recording is still available, we would have to purchase it again in the newer format. Those decisions are made on a case-by-case basis, so you are welcome to recommend a purchase using our online form (see Suggest a Purchase on the Services menu).
