Q. How do I get MS Word or Zotero to start my page numbering and my footnote numbering with #1 for each new chapter?

This feature isn't controlled by Zotero but by MS Word.  Each new chapter must be set as a new "section break."  To do this, click Enter once so that you are at a new line on the same page.  Then click on the Page Layout tab, then the Page Breaks icon and choose Next Page option.  This will create a new section which will restart both the page numbering and the footnote numbering with #1.
